In 1913 John F. Winans sold these lots to his daughter Edna and her husband, Samuel A. Howell for "natural love and affection and the sum of one dollar." Howell, a native of North Carolina and secretary/treasurer of the Winans Land Company, then built this three-story frame home.

Unlike other homes on the block, the architectural style is an adaptation of Victorian-era farmhouse design popular before the rise of Colonial Revival and bungalow styles. The vertical emphasis, the offset, oversized gable, and the large dormer ware more typical of homes on 14th and 15th built from 1903 to1909.
